Meet Rachel
Democratic Candidate for South Bend Common Council At-Large
“I believe we have an obligation and duty to shape, for the better, the society in which we live.”
For over 30 years, Rachel Tomas Morgan has called South Bend home.
Rachel ran for office for the first time in 2019. She pledged to ensure that community members’ priorities were reflected in the policies of city government, that improvements would extend to all neighborhoods, and that she would work collaboratively with elected officials and city staff for the public good. In her first term, she has delivered on those promises.
Councilwoman Tomas Morgan holds undergraduate and graduate degrees from Saint Mary’s College and the University of Notre Dame. For over three decades, she has lived in South Bend, where she and her husband, Peter Morgan, an attorney, raised their two children, Sarah and Ben, on the city’s near west side, where Rachel has served on the board of the Near West Side Neighborhood Organization.
As an administrator and teacher, she worked for 26 years in higher education, devoting her academic and professional career to improving communities around the world. In taking the oath to serve the public, she has put her knowledge of international development and her expertise in risk management, strategic planning and administration, team building, and project management to work in her own community.
Born in the Philippines, Tomas Morgan came to the United States as a young child, settling in the small town of Ottawa, Illinois. “The memories I have of the support and welcome that the community gave to my family as new immigrants is what inspired me to run four years ago, and it continues to motivate me today. South Bend is a very special place, and I want to continue to serve this community so that everyone is included in this city’s opportunities, progress, and success.”
As an at-large member of the Common Council, Rachel will use her energy and drive to serve and represent people, businesses, and organizations in all districts across the city, together building a South Bend where all can flourish.
